About Infrafrontier
The Infrafrontier preparatory phase proposal addresses four major issues that must be resolved in order to reach a European agreement for major upgrade and the joint construction and implementation of the new infrastructure. Critical questions that were addressed during preparatory phase concern the overall strategy and governance of the planned infrastructure, the legal structure, sustainable funding and the establishment of common standards among all partners.
The governance model, the proposed legal structure and the financial analysis allowed the elaboration of a business and operational plan. The business plan was then used as a reference for drafting and negotiating a memorandum of understanding, which constitute the legal basis for the infrastructure and concludes the preparatory phase by the end of 2010.
